If you want to "navigate" the image, then don't make any display after opening it.  Look in the Field Selector, pick "Formulas" and then select "Imagery -> Geolocate an Image".  When you click  "Create Display" you will get a dialog pop-up to enter the latitude and longitude of the upper left and lower right corners of the image, and then a dialog to select your image file...there is no other "navigation" available.  After creation, the new georeferenced image is best CAPTURED as KMZ for display in Google Earth or Saga.
